In a word yes. Anybody can get a card saying just about anything. What
you are proposing would really screw with my privacy concerns if not
yours. Plus, the people with the annoying dogs could still print out a
card if they are so inclined.

it would be annoying and bite into our privacy a bit to have to show 
ID's for our guide dogs.  I just think sometimes it would cut down on 
fake service dogs if we had to have some kind of proof.  I've run into 
way to many uncontrolable yapping dogs in non pet areas with owners 
claiming they are performing a service.  am I the only one bothered by 
this hahaha?
