Hi Julie,
That's the problem with people with hidden disabilities and have dogs and it 
sucks.   The problems they have are due to the bad handlers out there. 
Personally, I care more aboout that dog's behavior in public than who has 
the dog.   To me, who cares as long as the dog is comfortable in public and 
behaves properly for being in public - that goes for people with seen and 
unseen disabilities  - and even no disability!

As a partially sighted person, I've had people tell me that I was faking 
being visually impaired because I can see some things and use a guide dog. 
You're right, we have no way of knowing about people unless they choose to 
divolge that info.

Not long ago, I was on the bus in the first forward facing seat.  this lady 
got on with a Chihuahua wrapped in a towel with it's head sticking out. 
Landon was under my seat with his front part under the seat this lady sat 
on. I am sure both dogs kneew the presence of the other but both dogs had 
stellar behavior.  That little Chihuahua just sat there comfortably on the 
lady's lap without a peep.  So, that's what I care about - dog behavior, not 
whether the person has a disability or not.
