Hi Steve,
I have a simple solution for when people whistle or whatever to gain my 
dog's attention. I used to ask them to stop but I just got laughed at. So, 
now I say nothing to them and correct my dog for responding to the sounds. I 
treat these idiots like they wwere squirrels and correct my dog for the 
distraction.  When these people see that my dog doesn't respond to them, 
they get bored and quit.

The correction is very soft, "Leave it" and the idiots usually don't even 
hear it.  they just see that my dog doesn't respond to their stupid noises. 
It works! LOL!
