Putting my parent hat on here. 
I'd have no problem with my daughter asking questions of someone we met
while out doing our thing. I won't randomly let her go up to someone and
ask questions because well, I don't know the person. Not so much that,
but her vocabulary is somewhat limited now. So if she saw a guide dog, I
might not at first realize it's a guide dog, because she'd say "Mommy! A
doggie!  See the doggie!" She doesn't have the skills to tell me what
type of dog, other then that it's a "Jersey dog" or a "Holly dog" dogs
she knows. Unless I heard the dog or a person talking to the dog, she
could be referring to a stuffed dog, or a picture of a dog for all I
know. She doesn't yet know how to tell me what she's seeing. 
Also, assuming I knew she was talking about a guide dog, I don't know
where you are unless we are in the same aisle. If you are two aisles
away, how do I know that, and given that you are out doing things too,
how do I ensure my path intersects yours? How do I know that you even
want to talk to my kid? 

It sounds great to say "Let's all talk to the children" but we've all
had moments or days where we just want to go get what we need and be on
our way. Likewise, I as ap aren't have days where I just want to get
what I need and be done. I'd like to say that that desire wouldn't
impact me letting my kid talk to you, but it might. We are after all
only human. 
To the poster who asked why a parent would say a dog might bite, well,
kids understand biting. They know it hurts and is the ultimate in
asymmetric warfare. At times my kid is more perceptive then I am. Other
times, she barely seems to know her own name. Then too, parents say
things without realizing the impact. This happened to us at the county
fair a couple weeks ago. My kid was acting up and then a bell rang. She
stopped what she was doing and asked "What's that?" My husband said
without thinking "The bell rings when you're bad". She settled down, and
as luck would have it, that bell rang several more times. Needless to
say, he had a lot of comforting and reassuring to do, as well as
apologizing and saying that "Daddy was wrong". 
You never know what kind of day anybody is having and sometimes the
quick answer is the simplest. It's very easy to say "I'd never..." until
you're in the situation and need to say or do something anything. Is it
right, no. It is though very human.

Ya know, wouldn't the world be one hell of a better place if children
could 
feel free to ask us questions!!! they have such a curiosity and honesty 
about them untill the adults in their lives screw it all up!

The children remember.   I have encountered young adults who I spoke to
when 
they were in kindergarten and they STILL remember me and my dog!  Like
I've 
said, these little kids wwe talk to will grow up to become tomorrow's 
business owners, moms, dads, and community leaders. They will become
more 
enlightened adults who will then pass the knowledge on to their kids.
