Yes, that is the reason Seeing eye wants its harnesses back now.  It doesn't
want them on dogs that aren't service dogs or dogs they didn't train.

To add to Brent's explanation, the way I understand TSE's harness ownership
policy is they're trying to protect their brand.  They don't want a harness
with their name on it slapped on a dog they didn't train, which seems pretty
reasonable to me.  I wouldn't want some stranger putting my name on his
work, either.
