Marion, I do hope that miniature horses are included in the new guidelines. If that doesn't happen I hope that my thinking is correct and the individual states laws will be honored. I'm still uncomfortable with the "smelly" dog clause. If you can find someone in the know on the interpretation of that one, I think we'd all be appreciative. Julie
