Hi All,
I think it is also subjective in defining an "out of control" dog as it is 
to determine a "smelly" dog.

I had a German shepherd that yelped like it was being murdered when given a 
leash correction.  People would make comments all the time about "hurting 
that poor dog!" I learned to give the leash correction very quickly and 
people thought the yelp was somebody stepping on the dog's paw!

I think we could be on a slippery slope with a rule about control of dogs. 
Yes, of course, we need to keep our dogs under control when in public 
places. The rule has to be specific to behaviors.  Someone may think our dog 
is "out of control" if it sniffs them. Or it can be "out of control" if it 
lunges and snaps at people or other dogs.  Big difference!  Also there has 
to be a difference between people who just allow the bad behavior and those 
who are doing all they could to curb the behavior.

We have to make sure the DOJ is very clear and precise as to the behaviors 
that are to be considered "out of control" and are really a threat to the 
safety and wellbeing of the public.

About smelliness: Dogs with allergies with weeping lesions can be quite 
smelly.   This is the case even if the dog is being bathed in medicated 
shampoo daily.  Or you can get a person who just never grooms or bathes 
their dog! Or, you can get people who just don't like dogs to be in public 
at all and they hate the natural dog smell.  I think they should look at the 
PEOPLE who are smelly!  There's a few at our blind center who stink and 
don't bathe or wash their clothes - YUCK!
