Yes. Plus kids change a lot emotionally over time too. 
I also worry that a kid might feel they had to say no to opportunities
if those opportunities meant less time or work for the dog and what
impact that might have on the kid's overall mental health. 
It raises many of the same issues teen parents face.

I think one big concern in giving a guide dog to a kid would be that
people change a lot physically as they grow up.  A kid is a lot bigger
and
stronger at 16 than he or she was at 11, say.  A dog that would be great
for the 11-year-old would probably be way too small and slow for a 16 or
17-year-old.  Charlene's story about Tim seems to indicate that, too.
Charlene's story is very interesting.
