Answer 1: No the dog isn't in harness.
Answer 2: Yes I suppose. Without going into too much detail:
A few nights ago we had our laundry door closed because of our air 
conditioning. My mother had to go to the laundry for half a minute to check 
on our washing machine because it's broke. Meanwhile, Troy wanted a drink, 
so Mum said sit and stay. Troy jumped up when Mum opened the door so I also 
told him to sit and stay, then when Mum came out of the laundry he ran in to 
have a drink. Mum said "Gosh you're a naughty dog!" because Troy didn't sit 
and stay for thirty seconds while Mum wwnent into the laundry and came out 
again. There's not enough room in our laundry for both humans and dog, so we 
have to keep Troy out if any one of us is in there, but we don't ever make 
him stay away from his water for a long time. That's cruel...

He's a hyperactive dog so he gets quite jumpy when he's trying to get what 
he wants.
