[nagdu] Legislative Consideration

I do think it's a very good idea to criminally penalize those who purport to 
have service animals and do not have them.  The new York affiliate has 
seemed reluctant to penalize those who do not allow access to our dogs but 
may deem it okay to criminally penalize those who try to pass their pets off 
as service animals.
