[nagdu] stopping abuse was : Puppy raising

I agree that abuse or even perceived misuse does give a bad image to the 
public about blind people and guide dogs.  However I have two problems.
1. I have no way of knowing what everyone on the street thinks of how I work 
with my dog.  Some people will think that I'm abusing my dog because I make 
him work in the rain.  some will think it's abuse because he has to work at 
all.  How am I supposed to figure out whose thinking what and what am I 
supposed to do about it?
2. How does filling out papers to send to the school stop true abuse? 
Because seriously one of two things is going on with abuse.  Either the 
person doesn't perceive what they are doing as abuse or they do and will lie 
about it.  Either way filling out paper reports isn't going to stop it.

I think the answer to abuse is two fold.  first the programs need to screen 
applicants more thoroughly.  Second abusers need to know that the abuse 
isn't going unnoticed.  Saying something to the blind person directly would 
be good and a report to local law enforcement  needs to accompany it.
