[nagdu] EXTERNAL: Puppy raising

Where are these ID's going to come from?  What do you have to do to get one? 
Do they comply with the law?  And what do they actually accomplish?

I have my own answers that I've explained many times, but I'd really like to 
hear a new perspective.  I'm all for getting rid of abuse and fraud, I'm 
just needing some convincing that ID will do the trick.
