[nagdu] EXTERNAL: Puppy raising

How do we decide who is a fake?  Honestly I would like to know.  Because me 
personally, I have no way of knowing what anyone's disability is or how it 
affects their life.  I have no way of knowing what their resources are or 
what other options they might have.  Maybe with the dog they look "normal", 
but without they wouldn't be able to do any of the same things.

Whose responsibility is it to decide who gets to work with a service animal? 
If we start policing who is worthy and who is not, then couldn't this come 
back to haunt us?  I am a good cane traveler.  I used a cane for years 
before switching to a dog.  I still use my cane more frequently than many 
guide dog handlers.  Does this mean I shouldn't have a guide dog?   There 
are thousands and thousands of better examples, but I hope I'm getting my 
point across.  Where do we draw  the line?
