[nagdu] EXTERNAL: Puppy raising

I'm for getting rid of abuse and fraud, too, but more importantly, I'm for 
dogs behaving well in public.  If Bob wants to bring scruffy everywhere with 
him, and he trains him very well, well, all the more power to him.  At least 
his dog is behaving well.  I don't approve of him lying and saying he is a 
service dog to bring him in, but if he creates a posative image of service 
dogs, I'm going to complain less than if someone's guide dog smells 
horribly, or if someone's assistance dog is barking or relieving in the 
store.

I hope this makes sense.  I don't want people posing as pwd so they can 
bring their dogs in places, but more than that, I want service dogs, fake or 
not, to behave as they should so that our rights to access aren't muddled.
