Nicole, that is not necessarily the case as it is a state by state access
issue.  Wisconsin for instance, does allow dogs in training to access places
of public accommodation, but no where under  the auspices of the ADA is
there a provision that allows a dog in training the same rights to access
places of public accommodation.  Before Wisconsin passed this law back in
2006, going to places of public accommodation with a dog in training whether
it be a dog guide, mobility service, seizure service etc. was the
responsibility of the individual to initiate this with the business owner to
allow this.  Check your state's laws to be sure though as it could be a
surprise if you do try to access and don't have the correct
information...would be embarrassing for you and make bad waves in the
business community.

In a nut shell, the puppies learn basic obedience and get socialized. 
Correct me if I am wrong, but I think that they have the same access as
working dogs.
