Jessica,

I agree with what the others have said about just giving an opportunity and 
then taking up the uneaten food.  .  If you like this food based on 
nutritional value, availability and price then keep feeding it.  If Rollo is 
gaining weight  he's probably getting enough.  Could you possibly be feeding 
him too much?  I don't find those guidelines on the back of the bag 
particularly accurate.

Has he been doing this since you first got him or is this new?  If it's 
something new, I'd have him checked by a vet.  There might be something else 
going on, especially if he has any other symptoms.

I don't remember how old he is, but was he eating moist food at his previous 
home?  Usually very young puppies are fed moist food as they transition from 
nursing to dog food.   The dry food might just be a new experience that he 
isn't used to.

Is the eating environment calm and quiet?  If there is a lot going on he 
might be more interested in other things than eating.

If it were me and the only issue was picky eating, I'd put the bowl down for 
a few minutes, then take it up and try later.  Since he is a young puppy I'd 
probably give him another opportunity an hour or two later.  With an adult 
dog I wouldn't offer food again until the next meal.
