James, unfortunately, they don't teach these pups to talk.  So, if you can 
move one foot forward until you find the first step, keeping weight on the 
other, that might help.  My dog likes to actually see that I've found the 
step and then I give a forward steady command.  It often helps to use the 
rail, not so much for support, but as a means of detecting either the end of 
the step, or the landing and then the continuation.  Of course, if you have 
your other hand full, following a rail is not possible.  Try this a few 
times and you'll find you'll both gain confidence and trust in each other.
