Well, the offensive part is the editor who wrote the headline. In that person's effort to make it concise, the editor did make it look like it was the fault of the blind man, and doubtless many think it was becdause he shouldn't be walking across busy streets anyway. So that confirms it, yes? I am amazed I did not notice it.
