Marion,

I don't know about most of your inquiries, but I think in the case of the 
inmate being the service dog user that it would be up to the prison whether 
or not to allow the dog and I'd put my money on no dog.  there is lots of 
precedent to the effect that going to prison forfeits many rights.

It'd be interesting to see if my guess is correct, not that I'm encouraging 
anyone to try it. *smile*
