I'd think that professor would have known better than that.

If leash laws are put in place, I'd think they would be obeyed in public 
places, especially colleges.
Back when I attended westwood College, I always had Odie on leash, 
especially in the hallways and the cafeteria or other parts of the building.
When it came to the classrooms, he'd be allowed off leash on occasions.
Still, I tried to not make that a habbit.
