Marion, that's the difference between Bullying and courage.  The bullies just bull on through and do what they like!  The folks with courage use the laws and knowledge that they gather to make things right!  I always tease our state President, Larry Posont because many folks against NFB or personal rights call him a bully!  But he knows what he wants and he is like a dog with a bone!  
Intelligence is always claimed but rarely proven!
