[nagdu] Neighbors mourn death of blind pedestrian; his service dog will recover

I used to be a legal secretary, again, we don't know everything that 
happened.

You hear it all the time on the news the elderly, blind, sighted, children, 
being hit by cars, and they are not charged criminal charges.
