I also wonder given all the human health info, why they waited so long to spring the "dog needs a health check" too on you. What would happen if you didn't take the assignment now that they've spent money on you? I think the timing of this request would upset me more then the "we have to see if the dog is healthy" request. That in my oppinion could have been done much sooner.

Okay, if they are doing all that, I think I'd provide them with the vet 
records.

sometimes I think people are just nosy, or they like to create paperwork or 
they look for a reason to exclude a guide dog.  since they are being that 
thorough with the people, I tend to believe it's genuine health concerns in 
this case.

Still no idea what might be legally required though.
