[nagdu] Guide Dog Handler Bill of Rights

Just sayin', I don't think Congress is where you go with this issue. I think you go somewhere else with it. I said nothing about not taking action, but first you have to have a united front among as many guide dog users before you take it. Obviously there will never be total agreement, but you have to make sure that the majority is on the same page. To say I don't think this is a congressional issue is not to say we shouldn't do anything about it.
