Hi, Wayne,
The best harness sleeve and sign I've come across that didn't fall off as 
easily can be found at:

The harness sleeve slips over the harness handle and fastens closed with the 
velcro strip.
The sleeve also has a window where the plastic sign can fit into and it is 
bright yellow with black letter and a red slash.
It seemed to be more vissible.
