Hi Lora, Yes, GDB very much works on off leash commands, such as recall, etc.  Obviously, you must have working relationship with your dog and be in a fenced area when you start this.  This has to be the case so that when you go home, your dog will respond when you are at home and getting ready to leave.  We are told to keep our dogs on leash or tiedown at all times, at first and to give freedome slowly.  My dog is very quick to follow off leash direction.
