[nagdu] Fake Service Dogs

Lee, you touch on a subject that makes this whole thing a challenge, and
that is the educational aspect.  Even we as dog guide users, for the most
part, have limited knowledge of what our rights are.  Likewise, businesses
the same.  We then bring in the new definition, and in a perfect world, if
the handlers and merchants knew what their rights and responsibilities were,
it might begin to address the fake service dog concern.  I say this in the
sense that it is a fair guess that if we as legitimate service dog handlers
have a difficult time understanding our rights, then what are the chances
that a person passing a fake dog will?  Probably a heck of a lot less.  In
fact, chances are that they don't even know that the definition changed and
that emotional support, companion and therapy dogs are no longer allowed
access under ADA Titles II and III.  This is in a big part why we have NAGDU
which continues to work on educational strategies.  

Just my opinion, and observations,

I have a friend who's dauter was given a licens lately that her pet
dog was a tharopy dog, even though it has gone through no training. It
was her tharopist who gave it to her so that her landlord could not
make her give the dog up because they changed the rules on her after
living there for some time and say that they are not letting them to
have pets anymore.
I told my friend that yes this might work for the place where she
lives, but that would not give her rights to take it to the store with
her. IDK what else to say. I just kept thinking of the other things I
have read on here about people taking untrained dogs in the store and
the problems it caused.
