I don't think in this case it is a matter of getting special permission for
a successor dog.  The apartment complex cannot categorize the service animal
as a pet according to the pet policy but you do have to make the complex
aware that it is a service animal...which is a reasonable accommodations
request.  Just the act of letting the complex know, I am blind and I need a
service animal (greatly simplified) protects both the resident and puts the
complex on notice.

By doing the reasonable accommodations request, it also creates a timeline
for the complex to have a discussion with the resident to ask any questions
or gain clarification.  I think you have to request this discussion in your
request.

If the resident doesn't make the complex aware that it is a service animal,
the complex is not responsible for making the determination.  I'm not sure
why they're giving such a hard time since they are aware of the situation
but doing the simple letter won't hurt a thing and will take only a few
moments.

I don't understand why the process is being so complicated. Why do you
have to have special permission to get a successor dog, and why does
your husband need special permission to have Odie become his medical
alert dog? I guess I just don't understnad what the problem is...pet
policies about weight restrictions should have nothing to do with your
 guide dog or your husband's medical alert dog. Why is your apartment
compelx making this an issue for you?
