Well, if the situation is as you describe, and all of your homework and preparation got you nowhere, then you bring the problem to the National Federation of the Blind, first your state affiliate if that's a viable option in your state. You start seeking advocates, maybe take the problems to the papers or your representations in Congress. But you start drumming up support for your cause.
