Hi, julie,
I'd grab on to the draw string of the bag and pull it back up the stairs.
Of course, I made sure the bag wasn't too overly full or stuffed to the top.
I actually did this one time back when I lived with a former roommate as her 
washer and dryer were in the basement too.
It was tough to carry down a laundry basket, so the bag worked at times when 
it was needed.
