Hi Larry,
I would have called the police in both matters. Last Aug when I was on vacation I was in RI visiting a friend. No problems in that state anywhere I went with my dog. I got home and was meeting friends doing some day things here in my county. 3 of my friends and I decided to go to an old town out on the east end of  Long Island called  Greenport. My friends were sighted and we were walking around and just came out of shop . While standing in front of the store my friends were telling me tbe other stores around . All of a sudden a man comes over and starts petting Anna. I asked him in a nice way to not to pet her she is working. His reply was I like dogs. He kept petting her and the second time in a firm voice I said the dog is working please don't pet her. So I got in front of my dog to block him from petting her and he walked away.
