I am glad the police took the complaint seriously and have stepped in. 
I'm afraid I've heard enough tales of similar woe from others where that 
was not the case to believe that where you live has a lot to do with 
whether the law will protect and serve you as a blind guide dog handler. 
Sigh.

There are several guide dog users in my area who assure me that the 
local police department has been well-educated by them and does a good 
job. Thus far, I have not had opportunity to find out and hope not to! 
But when we discuss relocating, checking out the local police department 
is now very high on my list as a selection criteria! I hope to continue 
not to need them, but if I do because of a danger to my dog... I would 
like to have some confidence that  the law will be applied.

I hope your friend is safe now and can get on with his/her life in 
safety and peace.
