Hi Larry, 
I know someone who had a problem with there neighbors throwing things in the yard for the dog to eat, calling the dog and when the person would leave there house they would distract the dog by making the kissing noises. The police were called after this went on for a few months. The person tried talking to the neighbor but got no where. The neighbor said were only fooling around to the police and said they didn't mean anything.  It was harassment. the person was afraid. The neighbor got a warning and was told if they ever did it again and were called back they would be arrested and fined.

Why wouldn't the police take a complaint seriously about someone harassing you and your dog from going about your business?
