Sometimes this happens because of lack of knowledge of the law; sometimes there are fears of dogs. Sometimes they just don't want the dogs in their cabs, in the case of cab drivers, because they don't want to get their seats dirty. I suspect there is a variety of reasoning even though they can't really refuse you.
