[nagdu] What would you do?

Yah, its usually not always the schools fault.  Sometimes, the persons dog 
or the person themself is practicing unsafe mobility.  He may not have 
called the school for help for fear of having the dog taken away.  I would 
talk to him and encourage him to update his training.
