Julie, you make an excellent point. Besides, I believe she said she has
rightful owenership of the dog, and under most state laws, the dog is
considered property, and if the intent is indeed to take the dog, there is
one more reason for law enforcement to become involved. However, keep in
mind, this is only a fear of hers, and not actually an intended action of
the graining program from what we have been told thus far.

I think if the local authorities were involved the school would have to
prove that the dog is legally theirs. I don't think the police can enter
your home and take stuff out. That is a civil matter that has to be decided
through a lawsuit settled in court.
If she owns the dog and doesn't want to give him up, then she has every
legal right to keep him. I think her issue will be the emotional struggle
in dealing with the program, not the legal one.
I like the others suggestion of not having the dog at the house when the
program rep comes. I'd go one step further and leave the harness with a
note on the porch step and make plans to take the dog myself somewhere else
that day.
I hope it works out with the least amount of unpleasantness for your friend.
