[nagdu] question about chest pad

Wait, if a dog pulls too hard shouldn't the school not issue that dog
to that individual in the first place? I mean, if the pull is too
strong on the person shouldn't the school find a dog that is suitable
for the person? That's just wat I've heard. I don't know, but I don't
think a school should allow a dog to go home with a handler if it
causes discomfort.
