The Seeing Eye began in 1929. It started out in Nashville. That always blows my mind. Anyway, the white cane laws actually began being passed in 1964 I think. I think the first one, which was used as a model, was passed in Iowa in 1964 or 1965, but I'm a little fuzzy on this. Lorraine Rovig can probably help if Marion can't.
