Hannah, are you keeping her on leash at all times?  She needs to be either 
on leash with you or on a tie down at all times until she is relieving well 
outside.  She's not going to want to go in the house next to you on leash in 
the house.  She will soon realize that she has to go eventually outside in 
the place you select for her.

Make sure her park place is quiet where she can feel safe and comfortable to 
go.  Also, place a piece of her poop in the place you want her to go.  This 
will remind her that this is the proper place.

Many people, pet owners and service dog owners, make the mistake of allowing 
the dog freedom in the house before they show themselves to be reliable in 
parking outside.  When loose, they will go somewhere in the house to 
relieve. The owners don't realize that the dog must earn its freedom by good 
indoor manners and that they will be on leash with their person until they 
prove themself to be reliable in their habits.
