Back when I went through training at GEB they did plan a time for each guide 
dog trainy to meet the puppy raiser who raised their guides.
Unfortunately, Orleans's puppy raiser didn't make it out to the graduation, 
so I didn't get to meet him.
When I trained at Pilot on August 22/September 10, 2004 and March 27/April 
8, 2005, they didn't allow trainees and puppy raiser to meet, more because 
there were problems in the past.
Am not sure if anything's changed since the, but that's what I remember thus 
far.
They did allow puppy raisers to come and meet the handlers with the dog, but 
there were problems which part of it involved the puppy raisers.
One time, a raiser was supposed to show up around visiting hours which were 
from 7:00 PM to 9:00 PM.
The raiser decided to go do shopping and other things before even coming to 
the school.
By the time 9:00 PM came around, she was told no upon not seeing the dog, 
due to her failing to comply with visitation hours.
