NAGDU would never have played a part in such a law as this. I suspect some of the other things you say, along with considerable flawed beliefs about what blind people are capable of, would have created such laws.

I can't say for sure, but my guess is that it'd have something to do with a well meaning law-maker out there somewhere who started a trend? I know that it's not uncommon for blind/vis impaired folks to have less than stellar balance, so maybe the exemption stems from nagdu (lol) petitioning law-makers to avoid blind folks falling over while scooping before any of us were born? No clue. I've always found it interesting because I know plenty of guide handlers who scoop just fine, whereas I know lots of people with other disabilities for whom scooping is almost impossible. Dunno.

A great many cities have exemptions on the books for folks who are blind or otherwise so physically impaired that picking up is difficult to impossible. I am one of those who usually can't do the baggie thing, so I just make sure my dog is WAY off in the boonies where the odds of something stepping in it go down (bushes, tall grass, outskirt of parking lot). If I have someone with me, often that person can and will scoop for me - but I wanted to make sure that folks are aware of these exemptions. While it'd be nice if we all could scoop, that's just not reality and so thankfully many cities exempt disabled persons.
