[nagdu] Airport Screening and Service Dogs

Dear All,
    It is my opinion that the announcement concerning the leash that does 
not set off the screening alarm is designed for the sole purpose of selling 
this leash. It should not be construed as an authoritative message 
concerning airport screening procedures. This being said, I will send a 
message to the Department of Homeland Security's Transportation Security 
Administration;s Office on Disability Policy to get an authoritative 
explanation. This being said, one should be wary of anyone who promulgates 
misinformation for the purpose of selling a product for their own gain.
    Just to be clear, these rules have absolutely nothing to do with the 
Federal Aviation Administration (FAA), the Americans with Disabilities Act, 
the Air Carrier Access Act, or the Department of Transportation's Federal 
Transit Administration. These rules are developed by the Department of 
Homeland Security and the transportation Security Administration TSA. ,. I 
represent the National Association of Guide Dog Users on TSA's Disability 
Coalition. My understanding is that the suggested procedure is for the 
service dog handler to put the dog in a sit-stay, hold the leash, pass 
through the screening machine, and call the dog. It is also my understanding 
that the clip at the end of the leash does not contain enough metal to set 
off the screening machine, but the metal in the harness handle does. 
Therefore, should the dog set off the alarm, the dog will be patted down. If 
one drops the leash and, when reaching to retrieve the leash after the dog 
has passed through screening and set off the alarm, the handler touches the 
dog, both the dog and handler are patted down.
    As for the question of Explosive Trace Detection, any passenger boarding 
a plane with an animal is screened using ETD. It has absolutely nothing to 
do with whether or not the handler touches the dog, only that the passenger 
is boarding with an animal. This procedure applies to all passengers 
accompanied by animals, including those accompanied by service dogs.
