The swab process is a method for detecting explosives as stated here.
Earlier this year, March or April I believe, the rules changed requiring
that everyone coming through a portal with an animal must have their hands
swabbed.  It has nothing to do with wanding or anything else.  The process
is simple, and unless you have traces of explosive substances on your hands
there is nothing to be concerned about.

When did this go into effect?  When I flew to get my new guide back in May,
I had none of this occur.

    Though I mentioned this in my previous message, swabbing for Explosive
Trace Detection is done on anyone boarding a plane with an animal. It has
absolutely nothing to do with whether or not one touches the dog or that the
dog is a service dog. The swab is an absorbent cloth that contains no
chemical. It is rubbed across the palm of the hands and placed in a machine
that detects trace amounts of explosives.
