Hi, Cindy,
I feel mixed feelings on this one as well.
Regardless of how many laws are enforced or put in to place, they're going to be broken anyway.
Here in the state of Colorado, there's no actual certification to have a dog for service.
Only recommendation is that the dog is under control and behaved at all times.
I've had two guide dogs that really should not have been guide dogs, but moreover, due to their performance and they stressed out continuously.
