When Ben got his lepto vaccine, the vet said he might feel lethargic
later.  He didn't, though.  Maybe your little dog is having a reaction to
the vaccine. I've no idea if it calls for an ER visit, though.  Maybe you
could try Google--lethargy rabies vaccine, perhaps.
