Sheila,
    The right of ownership does not limit the protections and remedies 
available by law. In fact, they offer protections not available through the 
so-called custody agreements. In fact, one consumer rights attorney I spoke 
with advised me that, if challenged, some of these custody agreements may be 
invalidated by the courts. Furthermore, ownership does not preclude such 
benefits as follow-up, financial assistance, and other benefits a training 
program might offer.
    I often liken guide dog ownership to car ownership. If you purchase 
certain brands of automobiles, some of these brands extend free maintenece 
agreements to all their consumers. The Guide Dog Foundation where I received 
my dog, transfers ownership upon completion of training. they also provide 
assistance with vet bills, as well as flea and heartworm preventative as a 
value- added benefit.
