[nagdu] Licensing Your Dog

Well, my question isn't about paying fees. My question is about showing proof of his service, certification that he provides a service, which I would assume is his ID Card. Suppose, for instance, it was Julie's dog. What would Julie use to "prove" Monty serves a purpose as a guide, especially if it is a mail in such as this one is?
