[nagdu] Ownership of guide dog

Brenda,
    I appreciate and respect your opinion; however, I disagree that an 
agreement that a dog be returned to the program if the consumer is no longer 
able or willing to use or care for it is paternalistic. On the other hand, I 
believe that policies that do not transfer any form of ownership during a 
specified period of time are paternalistic. Such policies seem to make the 
assumption that blind people need oversight and must prove themselves before 
certin rights are granted. There seems to be no such assumption in 
agreements that require the return of the dog under the previously mentioned 
conditions.
