[nagdu] Advance Notification

Ann is correct on this. 
ACAA is a stronger law, but, but but but, they just as strong as the ADA, maybe even stronger in some cases, but the problems are not with the ACAA, the problems with face at the airports, are the uneducated TSA Agents.
