I recently went to The Seeing Eye and there is no need for a second bag.
Yes, they do give items out, but if you bring a suitcase or bag that can
handle a few items such as dog brushes tie down, a sleeping mat for your pup
and dog food you should be set.

If you're flying to TSE be sure that the suitcase or trunk or whatever 
meets the size requirements for checked baggage.  If you take stuff that 
is too big or too heavy you will be charged an arm and a leg.
